Mr. Paul Marx

Mr. Marx was appointed to the Hawaii Prepaid Health Care Advisory Council in March 2018 and currently serves as chairperson. Mr. Marx received his Bachelor of Arts Degree from the State University of New York Colleges. Mr. Marx has 25 years’ experience as the CEO of a corporation that provided trust fund administration services for multiple jointly managed benefit plans. Mr. Marx is an active board member for numerous non-profit organizations including Kapiolani Foundation Board, Le Jardin Academy and the South Pacific Charitable Foundation. Mr. Marx was a member of the International Foundation of Employee Benefit Plans, serving in various capacities as a speaker, moderator and membership volunteer. Currently Mr. Marx is a full member of the Urban Land Institute and Affordable Housing Council Member.


council member photoDr. John T. McDonnell

Dr. McDonnell has been a member of the Hawaii Prepaid Health Care Advisory Council since 1990. He is a Board Certified Allergist/Immunologist in private practice in Kaneohe. Dr. McDonnell received his M.D. degree from the New Jersey College of Medicine and Dentistry in Newark, New Jersey, where he also trained, and became board Certified as a Pediatrician. After two years of U.S. Army service as a Pediatrician at Fort Sill, Oklahoma, he completed an Allergy-Immunology Fellowship at Fitz Simmons Medical Center, affiliated with National Jewish Center for Immunology and Respiratory Medicine in Denver, Colorado. He thereafter became Board Certified as an Allergist-Immunologist. Dr. McDonnell served a three-year tour of duty as Chief of Allergy and Immunology at the Tripler Army Medical Center before retiring from active duty in 1981. Dr. McDonnell continued to serve in the Army Reserve until 1999.

Dr. McDonnell is a Clinical Assistant Professor of Medicine at the John A. Burns School of Medicine at the University of Hawaii. He has served as President for the Hawaii Allergy Society, Honolulu County Medical Association, and the Hawaii Medical Association and currently serves on the Tobacco Prevention and Control Trust Fund Advisory Board which overseas monies from the National Master Settlement of 1987 with the Tobacco Industry. In addition, Dr. McDonnell serves on the Hawaii State Board of Medical Examiners and Hawaii Vocal Art Ensemble, and previously served on the American Lung Association Board of Directors. Dr. McDonnell annually volunteers at the Hawaii Asthma Camp.

Ms. Carol Shimomura

Ms. Shimomura is the Vice President of Employee Benefit Sales at Pacific Guardian Life Insurance Company, Limited, which is a wholly-owned subsidiary of Meiji Yasuda Life Insurance Company. In her capacity, she manages the brokerage sales channel for Employee Benefits in Hawaii. Ms. Shimomura earned her Bachelor of Arts degree from the University of Hawaii at Manoa. She commenced her career at Pacific Guardian Life and later worked at Travelers/MetraHealth/United HealthCare and Queen’s Health Management before returning to Pacific Guardian Life in 2001. Ms. Shimomura retains memberships in the Hawaii Association of Health Underwriters and the Hawaii Executive Women International, and is involved with corporate memberships in the Hawaii Association of Insurance Professionals, The Women in Lodging & Tourism, the Honolulu Japanese Chamber of Commerce, the Japanese Cultural Center of Hawaii, and the Japan-America Society of Hawaii. She currently serves as a board member of the Hawaii Lodging & Tourism Association.

Ms. Bonnie Pang

Ms. Pang has over twenty years of experience in health insurance and employee benefits, working with medium and large employers in grocery, construction, airlines, education, hospitality, law, retail, non-profit, transportation and education. Prior to her work in benefit consulting, she led the Health and Welfare practice for Mercer in Hawaii.

Ms. Pang is a member of Society of Human Resource Manager- Hawaii and the Hawaii Association of Health Underwriters. She also serves on the Product, Tools and Services Committee for the United Benefits Advisors. She is a graduate of the University of Redlands with a degree a Bachelors of Arts in International Relations and a Masters in Business Administration from the University of Phoenix.

Mr. Mike Hogan

Mike Hogan has been in the investment, employee benefits and financial service industry for almost thirty-five years. From 1987-89 he served as lead employee benefits and financial services representative for Aetna Life and Casualty during the launch of Aetna’s 401(k) platform, “401EZ”, and its Preferred Provider Health Insurance Program, “Aetna Partners”. He worked in both the Los Angeles and Honolulu offices before starting his consulting practice in January of 1989 offering investment advisory, employee benefits and financial services to individual consumers, corporations, associations, and unions.

Mike founded The Hogan Financial Group, LLC in 2017 offering Investment Advisory and Financial Service Solutions to the local market with an emphasis on Fiduciary Oversight and Participant Education. He also founded TM Hogan, Inc. in 1992 which was acquired by Bank of Hawaii in 2006 and a separate Investment Management Firm that was acquired by Boston Partners/Robeco in 2002. In 2020 Mike joined Waddell & Reed, Inc. as an investment advisor offering ERISA and Wealth Management Services in Hawaii.

He is a graduate of California Polytechnic State University (Cal Poly), San Luis Obispo with a Bachelor of Science Degree in Business Administration and pursued a Master’s Degree in Business at Chaminade University. Mike is currently a member of the International Foundation of Employee Benefit Plans, Past Chairman of the Saint Louis School Board of Trustees, Juvenile Diabetes Foundation Board and Golf Tournament Chair, Adult Friend’s for Youth Board Member, Kamaaina Kids Board Member, D. Otani Produce Board Member; Hoola Na Pua Board Member, Na Pua Moamahi Treasurer/Board Member, Kapiolani Hospital Golf Committee Member, Hawaii Prepaid Healthcare Advisory Council; and has previously served on the St. Anthony’s School Board of Trustees, Special Olympics Fund Raising Committee, American Heart Association Golf Tournament Committee, Women in Need Golf Committee, National Association of Health Underwriters, Hawaii Association of Health Underwriters, Past President of the Investment Society of Hawaii, and member of Metropolitan Rotary of Honolulu. He has held professional licenses for insurance (Life and Health) and securities (NASD – Series 7, 63, 65).

Mr. Derek Kanehira

Derek Kanehira is senior vice president of human resources at Alexander & Baldwin, where he provides overall strategic HR leadership to the company and is responsible for overseeing the delivery of HR solutions to the company, including programs, services and policies and supporting the company through organizational development, corporate culture and employee engagement initiatives. Prior to Alexander & Baldwin, Derek served as vice president & director of HR services at Hawaii Employers Council and vice president & director or human resources at Hawaii National Bank.

In the community, Derek serves as director of Hawaii Compensation Group, Board of Governor of Hawaii Employers Council, and committee member for both the State of Hawaii’s Workforce Development Council and Department of Education’s Merit Appeals Board.
