Employment of State Residents on Construction Procurement Contracts
Chapter 103B of the Hawaii Revised Statutes (HRS) “Employment of State Residents on Construction Procurement Contracts” requires that “a contractor awarded any contract shall ensure that Hawaii residents compose not less than eighty per cent of the workforce employed to perform the contract on a particular construction project.” 103B-2 further defines that this requirement applies to public works projects as defined in Chapter 103D-102, “procurement contracts made by governmental bodies.”
Worker Shortage in the Construction Industry
The Research and Statistics office will determine whether a worker shortage exists within the construction industry for each fiscal year (July 1st-June 30th). The current data for FY2026 does not demonstrate a shortage. Additional information regarding the determination can be found in this report:
