
Workforce Development Council Welcomes 13 Confirmed Members Following Senate Action

The Workforce Development Council (WDC) is pleased to announce that 13 Council members successfully completed the Senate confirmation process before the Senate Labor and Technology Committee and were subsequently confirmed by the full Senate on Monday, April 13, 2026.
This important milestone reflects continued confidence in the mission of the Workforce Development Council and the vital role it plays in shaping Hawai‘i’s workforce eco-system.
The WDC is a 41-member state board established under the Workforce Innovation and Opportunity Act (WIOA) and serves as the Governor’s principal workforce advisory and planning body. The Council brings together leaders from business, labor, education, government, and community organizations to help guide statewide workforce strategy, policy, and innovation.
The newly confirmed and returning members represent an impressive cross-section of expertise and leadership:
1. Gina Woo Anonuevo, Vice Chair and Chief Administrative Officer/Chief Human Resources Officer, First Hawaiian Bank (representing private sector)
2. Jason Benn, Senior Vice President and Chief Transformation & Administrative Officer at Hawaiian Electric. (representing private sector)
3. Douglas Chang, General Manager, The Ritz-Carlton O‘ahu, Turtle Bay (representing private sector)
4. Cheryl Cross, (returning) Executive Search Consultant, Inkinen Executive Search (representing private sector)
5. Keith DeMello, (returning) Current Chair of the Workforce Development Council and Senior Vice President of Communications & External Affairs, Ulupono Initiative (representing private sector)
6. George Denise, Director, Project Management, General Contractors Association (representing private sector)
7. Rona Fukumoto, (returning), CEO and President, Lanakila Pacific (representing private sector)
8. Ashleigh Loa, Director of Operations, Hawaiian Community Assets (representing private sector)
9. Trang Malone, (returning) Vice Chair of the WDC and Workforce Initiatives Manager, CVS Health (representing private sector)

Looking Ahead
These confirmations come at an important time as the Council continues implementation of Hawai‘i’s State Unified Plan and advances the Generational Workforce Commitment, which is a long-term vision to ensure that by 2045, all residents have pathways to learn, work, thrive, and belong in Hawai‘i.
With this outstanding group of leaders, the Workforce Development Council is well-positioned to continue strengthening partnerships across employers, labor, education, and government in service of Hawai‘i’s people and economy.
