Notice: HMOAB Repeal and Deadlines

July 20, 2026

Effective September 1, 2026: The Hawaii Occupational Safety and Health Division (HIOSH) will stop accepting submissions, information, or inquiries related to the Hoisting Machine Operators Advisory Board (HMOAB).

Act 41 Repeal: As of July 1, 2026, Act 41 (signed by the Governor) repeals the HMOAB and its statutory authority. This means state certification is no longer required to operate cranes for construction in Hawaii.

Federal OSHA Enforcement: HIOSH will continue to enforce Federal OSHA requirements for crane operations in construction and general industry.

Final Deadline: All HMOAB-related inquiries must be received by Friday, August 28, 2026. After this date, HIOSH will not accept any HMOAB-related submissions or inquiries.
