HLRB E-Filing Consent Form and Protocols for E-Filing
The Board requires that all new complaints and other documents for cases before the Board be filed electronically through File & ServeXpress (FSX) unless a signed written request for an exemption is granted.
The procedure for online filing is as follows:
- Complete and sign the Board Agreement found at https://labor.hawaii.gov/hlrb/files/2024/10/HLRB-25-Board-Agreement-Rev.-10-2024.pdf.
- Email the completed and signed Board Agreement to [email protected].
- Board staff will reply to your email with instructions on how to register with FSX.
- After you submit your FSX registration, you will receive a confirmation email from FSX with your username and password. If you do not receive a confirmation email from FSX, there may be an issue with your registration. You will not be able to access FSX until your registration is complete. Please contact FSX at 1-888-529-7587 for assistance.
- If you are filing a new complaint, you may proceed to file immediately after receiving a confirmation email from FSX with your username and password. Filing a prohibited practice complaint with the Board is time sensitive. You have 90 days from the date of an alleged violation or the date that you knew or should have known of a violation to file a complaint.
- If you are filing on an existing case, Board staff will manually link your account to your case. FSX may take a few hours to show access to your case.
- Documents filed will be served on the other parties if that option is selected, but you must still include a Certificate of Service.
