Board Members

The Board consists of nine members:

  • Two ex officio voting members who would serve as the co-chairs: (1)
  • of the Department of Labor and Industrial Relations or the director’s designee; and (2) the director of the Department of Budget & Finance or the director’s designee.
  • Two ex officio nonvoting members: (1) a member from the Hawai’i House of Representatives, appointed by the Speaker of the House; and (2) a member from the State Senate, appointed by the President of the Senate.
  • Five voting members appointed by the Governor:

1. One with professional knowledge of establishing retirement plans and retirement investment products.
2. One from the small business community.
3. One with professional knowledge and expertise in representing the interests of employers concerning retirement savings.
4. One with professional knowledge and expertise in representing the interests of employees concerning retirement savings.
5. One who is a retiree living in Hawai’i, to represent retirees.

Jade T. Butay

Director, Hawaiʻi State Department of Labor and Industrial Relations

For over 15 years, Jade has provided leadership and strategic direction for the Hawaiʻi Department of Transportation and DLIR. Jade served as the former Director and Deputy Director of HDOT, ensuring that the transportation needs of the public were being met, and successfully led the completion of four legacy airport projects.

He also served as the Deputy Director of DLIR, advising Governor Abercrombie on matters relating to economic security, physical and financial well-being, the productivity of workers, and the achievement of good labor-management relations. He exemplifies the core tenets of trusted, caring, leadership and will help the Department execute important workforce development and community services, such as the student helper program and grants-in-aid.

William "Bill" Kunstman

For over a decade, Bill has served in different roles within DLIR, including as the Public Information Officer, Program Evaluation Analyst VII, Assistant to the Director, and Legislative Coordinator. With this deep understanding and experience, he has successfully navigated through the unique challenges and issues facing the department.

He has also served as a Committee Clerk for state Senator Dwight Takamine and Representative K. Mark Takai, and as an Educational Coordinator for the Research Corporation of the University of Hawaiʻi. In these roles, he collaborated with the public and private sectors to maximize resources and deliver services to those in need.

Jessie Keolamaikalani “Keola” Dean

Member

Jessie Keolamaikalani “Keola” Dean was appointed by Governor Josh Green, M.D., to the Hawaiʻi Retirement Savings Board as a member representing the interests of small businesses in Hawaiʻi. Mr. Dean is the Chief Executive Officer of the King Lunalilo Trust & Home, a leading organization in Hawaiʻi dedicated to providing care for Native Hawaiian elders. A seasoned leader, he possesses a unique background blending advanced education, legal expertise, and a deep-rooted commitment to serving indigenous communities. Mr. Dean is a graduate of the Kamehameha Schools, holds a B.A. from Harvard University, a J.D. from Stanford Law School, and master’s degrees in accountancy and health policy.

Barbara Krieg

Barbara Krieg was appointed by Governor Josh Green, M.D., to the Hawaiʻi Retirement Savings Board as a member with professional knowledge and experience in representing the interests of employees in terms of retirement savings. Ms. Krieg is a dedicated public servant and attorney with extensive experience in the Hawai’i state government, specializing in human resources and labor law. In 2014, she was appointed assistant superintendent for the Hawaiʻi State Department of Education, a role in which she oversaw the Office of Human Resources. Prior to this appointment, she served for three years as the director of the State’s Department of Human Resources, having previously served as its deputy director. Ms. Krieg is a respected attorney and was formerly with the law firm Alston Hunt Floyd & Ing, where her expertise focused on employment and labor law.  Ms. Krieg earned her bachelor’s degree from the University of Notre Dame and her law degree from the University of California-Los Angeles Law School. 

Andrew Nomura

Andrew Nomura was appointed by Governor Josh Green, M.D., to the Hawaiʻi Retirement Savings Board as a member with professional knowledge and experience in retirement savings plans and retirement investment products. Mr. Nomura previously served as a financial advisor with Morgan Stanley, based in Hawai’i.  His career includes a long tenure in the oil and gas industry, with 21 years at Tesoro Hawai’i Corp. and its predecessor companies, culminating in his role as Vice President of Commercial Marketing. Mr. Nomura worked as an independent business consultant and a civil engineer early in his career. He holds an M.B.A. in Finance and Accounting from the University of Washington, where he also earned his Bachelor of Science in Civil Engineering.

Brian Taniguchi

Brian Tetsuji Taniguchi was appointed by Governor Josh Green, M.D., to the Hawaiʻi Retirement Savings Board as a retiree member who resides in Hawaiʻi.  Mr. Taniguchi served in the State Legislature for over 40 years – as a member of the State House from 1981 until 1994 and as a member of the State Senate from 1994 until he retired in 2022.  Recently, Mr. Taniguchi received a prestigious international honor and was presented with the “The Order of the Rising Sun” medal by the Japanese government. Mr. Taniguchi graduated from the University of Hawaii at Manoa, earned a Juris Doctor from its William S. Richardson School of Law and passed the Hawaii State Bar in 1978.

Henry J.C. Aquino

Hawai'i State Senate
Labor and Technology Committee Chair

Senator Aquino is a dedicated public servant with over a decade of legislative experience in Hawai‘i. Currently serving as a State Senator for District 19, which includes Waipahu, Pearl City, and portions of ‘Ewa, Aquino has quickly made a name for himself in the Senate. As Assistant Majority Whip, he plays a crucial role in passing important legislation. In addition, his work as Vice Chair of the Health & Human Services Committee is helping to improve the lives of Hawai‘i’s most vulnerable populations.

Jackson D. Sayama

Labor House Committee Chair

Rep. Sayama is a proud fourth generation Japanese-American, born and raised in St. Louis Heights. Graduating from Punahou, Rep. Sayama went to China where he attended the New York University of Shanghai. After gaining a global perspective, Rep. Sayama returned home and found that many of his family, friends, and neighbors moved to the mainland. With a hope to build a Hawai’i where local families can thrive, Rep. Sayama dedicated himself to public service.
