Divisions and Attached Agencies of the DLIR

Divisions
Unemployment Insurance Division
The Unemployment Insurance Division provides temporary financial assistance to qualified workers who are unemployed through no fault of their own and meet the legal requirements of the law.
Disability Compensation Division
The Disability Compensation Division administers laws regarding Workers’ Compensation (WC), the Temporary Disability Insurance (TDI), and Prepaid Health Care (PHC).
Wage Standards Division
The Wage Standards Division is responsible for administering labor laws regarding child labor, minimum wage, overtime, unpaid wages, illegal deductions, family leave, sick leave, work injury termination, prevailing wages, drug screening, and lie detector tests.
Workforce Development Division
The Workforce Development Division oversees the various programs and One-Stop Centers that comprise Hawaii’s workforce development system, which offers employment and job-training services to job seekers, workers, and displaced workers.
Hawaii Occupational Safety and Health Division
The Hawaii Occupational Safety and Health Division administers the Hawaii Occupational Safety and Health Law and the Hawaii Boiler and Elevator Safety Law, which are intended to assure safe and healthful working conditions for the women and men of the state.
Research and Statistics Office
The Research and Statistics Office provides labor-related information that can help state agencies as well as the public with research, business planning, job search and career decisions.
Attached Agencies
Hoisting Machine Operators Advisory Board
The Hoisting Machine Operators Advisory Board operates as an ‘attached agency’ within the State Department of Labor and Industrial Relations and administered through the Hawai’i Occupational Safety and Health Division. HMOAB is charged with assuring construction tower and crane operators across the Islands operate hoisting machines in a safe and lawful manner on behalf of the citizens of Hawai’i.
Employment Security Appeals Referees’ Office
The Employment Security Appeals Referees’ Office hears and decides appeals arising from determinations issued by Hawaii’s Unemployment Insurance Division.
Hawaii Civil Rights Commission
The Hawaii Civil Rights Commission enforces state laws prohibiting discrimination in employment, housing, public accommodations, and access to state and state-funded services. The HCRC receives, investigates, conciliates, and adjudicates complaints of discrimination.
Hawaii Labor Relations Board
The Hawaii Labor Relations Board conducts hearings to decide complaints filed by public and private sector employees, employee organizations or unions, and employers alleging prohibited or unfair labor practice complaints.
Labor and Industrial Relations Appeals Board
The Labor and Industrial Relations Appeals Board adjudicates cases on appeal from the Director of Labor and Industrial Relations relating to Workers’ Compensation (injuries on the job) and Boiler and Elevator Safety.
Office of Community Services
The Office of Community Services assists Hawaii’s low-income, immigrant, and refugee populations to overcome and alleviate workforce barriers to economic self-sufficiency via an array of community-based programs and services.
Workforce Development Council
The Workforce Development Council is an advisory commission that acts as the State Workforce Investment Board and prepares the comprehensive state plans and annual reports for workforce development in Hawaii.
State Fire Council
The State Fire Council is responsible for developing a comprehensive fire service emergency management network for the protection of life, property and the environment throughout Hawaii.
