The HawaiiVoluntary Protection Programs (HVPP) promotes effective worksite-based safety and health. In the HVPP, management, labor, and HIOSH establish cooperative relationships at workplaces that have implemented an effective comprehensive safety and health management system.
Approval into HVPP is HIOSH’s official recognition of the outstanding efforts of employers and employees who have achieved exemplary occupational safety and health.

The HVPP, also known as “Hana Poʻokela”, meaning “excellent work”, recognizes exemplary achievements by employers in the area of workplace safety and health.
In practice, HVPP sets performance-based criteria for a managed safety and health system, invites sites to apply, and then assesses applicants against these criteria. HIOSH’s verification includes an application review and a rigorous onsite evaluation by a team of HIOSH safety and health experts.
HIOSH approves qualified sites to one of three programs:
Demonstration: Recognition for employers and employees who operate effective safety and health management systems that differ from current HVPP requirements. This program enables HIOSH to test the efficacy of different approaches.
Star: Recognition for employers and employees who demonstrate exemplary achievement in the prevention and control of occupational safety and health hazards the development, implementation and continuous improvement of their safety and health management system.
Merit: Recognition for employers and employees who have developed and implemented good safety and health management systems but who must take additional steps to reach Star quality

Fewer injuries and illnesses mean greater profits as workers’ compensation premiums and other costs plummet. Entire industries benefit as HVPP sites evolve into models of excellence and influence practices industry-wide.
In addition to national recognition as an employer committed to voluntarily making its workplace as safe and healthy as possible, employers accepted into the program are removed from HIOSH’s Programmed Inspection Schedule.

Be a Hawaiʻi-based private- or public- sector employer (excluding Federal)
Maintain Injury and Illness rates (TRC rate and DART rate) below those identified by the Bureau of Labor Statistics for their corresponding industry, and
Operate and integrate a comprehensive Safety and Health Management Systems, such as:
Management Leadership and Employee Involvement;
Worksite Analysis;
Hazard Prevention and Control; and
Safety and Health Training.
