Overview

The HIOSH Strategic Partnership Program (HSPP) provides opportunities for HIOSH to partner with employers, workers, professional or trade associations, labor organizations, and other interested stakeholders. HIOSH Strategic Partnerships are unique agreements designed to encourage, assist, and recognize partner efforts to eliminate serious hazards and enhance workplace safety and health practices.

HIOSH Strategic Partnerships establish specific goals, strategies, and performance measures to improve worker safety and health. HIOSH Strategic Partnerships focus on improving safety and health in major corporations, government agencies, at large construction projects and private sector industries where HIOSH has jurisdiction.

Partnerships rely on the combined participation of labor, management and HIOSH to leverage resources and maximize results. Since each Partnership is unique, the roles played by each differ, and are clearly defined in the agreement.

Examples of employee participation include developing and offering training, conducting self-audits, serving on safety committees, and contributing to the evaluation of the Partnership.

Yes. Strategic Partnerships are written agreements with specific core elements and signatures.

Under §12-110-2 Hawaii Administrative Rules (HAR) and §12-60-2, HAR for Construction and General Industry, respectively requires companies with 10 or more employees to have an effective safety and health program instituted and maintained in the workplace.

Regardless of number of employees in the company, in many HSPP’s partners work together to optimize safety and health management systems. By doing so, partners will continue to improve workplace safety and health long after the HSP is completed.

The partners agree in advance on an implementation plan and timetable. Together, the partners will evaluate, at least annually, the progress toward this goal and make adjustments as necessary.

HIOSH considers each Partnership proposal on an individual basis.

While prior citations and penalties are a consideration, HIOSH also takes into account the efforts made by the employer to improve workplace safety and health since receipt of the citations, as well as other demonstrations of good faith. The goal is to work with willing employers to improve workplace safety and health.

According to HIOSH directive (CSP 03-02-003), no new or renewed HSP’s may have inspection exemptions or any other enforcement incentives.
