Disaster Unemployment Assistance (DUA) Benefits are Available
The State Department of Labor and Industrial Relations (DLIR) announced today that, as a result of the Presidential Disaster Declaration by President Donald Trump on April 7, 2026, the department will be accepting applications for Disaster Unemployment Assistance (DUA) starting May 7, 2026. If assistance is required prior to this date, individuals can visit their local claims office.
ELIGIBILITY
Workers, business owners, and self-employed individuals in the City and County of Honolulu, County of Hawai’i, and County of Maui may be eligible for DUA benefits if they became unemployed or had their work hours reduced or interrupted due to the storms, floods, landslides, and mudslides that occurred between March 10, 2026 and March 24, 2026. This applies only if they do not qualify for regular unemployment insurance.
Eligible individuals may receive DUA benefits beginning the week of March 15, 2026, through the week ending October 10, 2026. Regular unemployment insurance and DUA benefits cannot be paid at the same time.
Other individuals who may also be eligible for DUA include:
- Individuals who are prevented from reaching their place of employment or self-employment due to the disaster.
- Individuals who were scheduled to begin or resume employment or self-employment but were prevented from doing so by the disaster, including those in the agricultural and fishing industries.
- Individuals who became the primary support of a household due to the death of the head of household as a result of the disaster.
- Individuals who cannot perform services in employment or self-employment due to an injury caused directly by the disaster.
Unemployment is considered a direct result of the major disaster if there is:
- Physical damage or destruction to the place of employment.
- Physical inaccessibility to the place of employment due to a government closure in immediate response to the disaster.
- A lack of work or loss of revenue to the employer or self-employed business caused by damage or destruction of a major revenue-generating entity in the disaster area or by a government closure.
APPLICATION DEADLINE
The deadline for filing DUA is June 15, 2026, which is 60 days from the disaster declaration date. Applications submitted after the deadline will be considered untimely, and DUA benefits may be denied unless the individual provides good cause for late filing.

DUA is available for eligible unemployed employees, self-employed individuals, farmers, and fishermen engaged in business at the time of the disaster. Eligibility for DUA benefits is determined on a week-to-week basis for each week a claim is filed.

REQUIRED DOCUMENTS
Please be prepared to provide the following:
- Government-issued identification (driver’s license, passport, alien registration card, etc.
- Social Security number
- Copy of the most recent federal income tax return and check stubs or other documentation showing employment or self-employment at the time of the disaster. For self-employed individuals, documentation may include bank records, government records, or affidavits from individuals with knowledge of the business.
- Bank information (routing and account number) for direct deposit of benefit payments.

Individuals who willfully conceal material facts or knowingly make a false statement(s) to obtain DUA to which they are not entitled will be required to repay all benefits fraudulently collected and may be subject to prosecution under 18 U.S.C. 1001.
